Free tools with SCORM export
Tools whose export price label or starting price in this index contains a $0 or €0 figure, and whose SCORM 1.2 row or SCORM 2004 row is Yes or Partial. A zero figure can still sit next to hosting, a watermark, or a quota. Those limits are the tool’s own price note and caveats. Alphabetical. The index does not score these tools.
Labels are defined on the method page.
1.Adapt Authoring Tool
$0 + hosting
Authoring · Adapt Learning · updated 16 Oct 2026
Open-source responsive authoring (GPL-3). The software is free. You host it, or you pay someone to. SCORM 1.2, SCORM 2004, and xAPI are the documented outputs.

No license fee. The authoring tool expects a server (Node.js and MongoDB are the usual requirement). Budget for hosting, upgrades, and someone who can deploy it. That operating cost is not a vendor plan.
- A team without someone to run Node and MongoDB will not get a free shortcut. The cost shows up as implementation, not a seat price.

2.eXeLearning
$0
Authoring · eXeLearning · updated 16 Oct 2026
Free, open-source desktop authoring. It has exported SCORM 1.2 and SCORM 2004 for years and is the tool many public institutions already own. xAPI and cmi5 are not treated as settled here.

eXeLearning is free desktop software. There is no seat plan. Cost, if any, is the time to install it and to check the package your version writes.
- Free means the package quality depends on the author and the version, not on a vendor success manager.

3.H5P
$0 via Lumi
Authoring · H5P · updated 16 Oct 2026
Open-source interactive content types. The plugin itself does not hand you a SCORM zip. Lumi Desktop, also free, wraps H5P as SCORM 1.2 or 2004. H5P reports xAPI when the host is listening.

H5P content types and Lumi Desktop are free and open source. H5P.com sells hosted accounts; a 2026 secondary source cites managed plans from about $8.99 per month. That dollar figure was not read off h5p.com for this pass, so it is not the price in the table. The table price is the free path that produces a SCORM file.
- “We use H5P in Moodle” often means no SCORM package at all. That can be the better integration. It will not satisfy a portal that only accepts a zip.

4.isEazy Author
€0 limited / €80 mo
Authoring · isEazy · updated 16 Oct 2026
Visual course authoring with a free tier that includes limited SCORM publishing. The FAQ names SCORM 1.2, SCORM 2004, and xAPI. Prices on the vendor’s cost page are in euros.

A vendor cost page lists a free plan (1 author, 3 projects, limited SCORM publishing, isEazy logo) and Professional at €80 per month for 1 author with SCORM publishing. Business is shown with two figures on that same page (€187 and €208 per month) for 2 authors, so the Business number is uncertain. Annual card payment is described as 10% off. The FAQ also says pricing is tailored and to contact them — the public card and the FAQ are not identical.
- Business has two euro figures on one vendor page. Use Professional’s €80 as the clear published step, and ask isEazy to confirm Business.
- Prices are euros, before tax, for card payment.

5.Mindsmith
$0 (badge)
Authoring · Mindsmith · updated 16 Oct 2026
AI-assisted lesson authoring. SCORM export is on the free plan, with a Mindsmith badge. xAPI is listed only on Enterprise. Removing the badge is a paid plan, not a standards plan.

Free includes SCORM sharing and a “Built with Mindsmith” badge, plus a one-time 450 AI credits. Professional is $39 per author per month, billed annually at $468, and removes the badge. Business is $65 per author per month, billed annually at $780. Enterprise is custom. The dynamic-module row of the pricing table says SCORM on Free, Professional, and Business, and “SCORM, xAPI” on Enterprise.
- Paying $468 removes the badge and adds credits. It does not add xAPI.
- Educators are advertised at 30% off.
